Appropriates $148,779,360.00 from the State General Fund and $40,180,078.00 from the Education Enhancement Fund for aid and support of Mississippi's 15 public community and junior colleges for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Distributes funds based on full-time equivalency (FTE) enrollment with weighted formulas for academic (1.0), technical (1.0), virtual community college (0.50), career (1.0), associate degree nursing (1.19), and allied health (1.19) programs.

Allocates additional funds for specific purposes: $1,200,000 for nursing and allied health teachers and Rural Health Corps; $23,421,000 for life and health insurance; $4,500,000 for Workforce Development Centers; $7,099,160 for Education Technology Program; $2,250,000 for Advanced Training Centers; $1,356,922 for Associate Degree Nursing Programs; and $1,500,000 for dropout recovery initiatives.

Requires colleges to submit comprehensive reports to the Legislature on program expenditures and accomplishments, including Rural Health Corps accounting and dropout recovery initiative results by August 1, 2013.

Sets performance targets for fiscal year 2013 including cumulative GPA of 3.09 for transfer students, average class size of 21 students, 92% nursing board exam pass rate on first attempt, and 82% positive placement rate for career-technical students.
