Appropriates $311,784,453.00 from the State General Fund and $27,345,971.00 from special funds to the Mississippi Department of Corrections for fiscal year 2012-2013.

Allocates funds across multiple departmental areas including support ($160,188,078.00), private prisons ($78,634,352.00), medical services ($47,442,431.00), and regional facilities ($37,768,736.00).

Requires the Department of Corrections Commissioner to apply to the U.S. Secretary of Homeland Security for the Criminal Alien Program to identify and deport criminal aliens before funds may be expended after September 1, 2012.

Establishes performance targets for fiscal year 2013 including inmate populations, program participation, parole numbers, farming production, and facility operations across state prisons and private facilities.

Authorizes the Commissioner to transfer up to 25% of authorized budgets between accounts, accept and expend special funds from various sources, and negotiate medical service rates based on discounted fees or Mississippi Medicaid reimbursement rates.
