Appropriates $4,284,248.00 from the State General Fund and $18,912,750.00 from special source funds to the Mississippi Emergency Management Agency for fiscal year 2012-2013, authorizing 116 permanent full-time and 61 time-limited full-time positions.

Appropriates $663,780.00 from the General Fund and $452,094,439.00 from special treasury funds for disaster assistance programs including public assistance, individual and family grants, and mitigation programs related to multiple disasters from Hurricane Georges (1998) through 2012 tornadoes.

Appropriates $1,617,842.00 from the Hurricane Disaster Reserve Fund for nonfederal matching requirements and de-obligations for Federal Emergency Management Agency grants associated with Hurricane Katrina and other disasters.

Provides $480,984.00 to match funds for Monroe County schools and the Town of Smithville disaster recovery efforts.

Authorizes the Executive Director to transfer up to $500,000.00 between fund and budget categories to efficiently use available cash reserves, with written justification required to the Legislative Budget Office and Department of Finance and Administration.
