Appropriates $69,396,615.00 from the State General Fund and $103,246,940.00 from the State Treasury to the Department of Public Safety for fiscal year 2012-2013.

Authorizes specific funding and positions across nine divisions including Mississippi Highway Safety Patrol ($84.1 million), Crime Laboratories ($11.3 million), Bureau of Narcotics ($13.6 million), and Homeland Security ($14.7 million).

Grants the Commissioner of Public Safety authority to transfer up to 25% of positions and general funds between divisions and up to $10 million in special funds between divisions during the fiscal year.

Establishes performance targets for enforcement, driver services, forensic analysis, training, drug enforcement, and other agency functions with specific measurable goals to be reported to the Legislature.

Requires annual report to Legislature detailing non-employees transported in Highway Patrol aircraft and establishes compensation provisions for commercial pilot officers and FLSA overtime calculations for patrol officers.
