Appropriates $6,637,502.00 in special funds to the State Department of Banking and Consumer Finance for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes 55 permanent full-time positions and 0 part-time or time-limited positions for the department.

Requires the State Personnel Board to ensure Personal Services appropriations for fiscal year 2014 do not exceed fiscal year 2013 levels unless new programs or positions are added by the Legislature.

Mandates the department maintain accounting and personnel records in the same format and detail as fiscal year 2012, with budget requests to the Joint Legislative Budget Committee in comparable format.

Gives preference to Mississippi Industries for the Blind when purchasing commodities or equipment if bids are equal in price, quality, and service.
