Appropriates $216,302,973.00 in special funds to the Mississippi Department of Employment Security for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes 560 permanent full-time positions, 290 permanent part-time positions, and 25 time-limited part-time positions for the department.

Allocates $38,000,000.00 from the Unemployment Trust Fund for One-Stop Career Center operations, unemployment compensation administration, fraud reduction, and facility acquisition or improvement.

Restricts the agency from increasing Fiscal Year 2014 "Personal Services" costs beyond Fiscal Year 2013 appropriated levels unless new programs or positions are added by the Legislature, with oversight by the State Personnel Board.

Directs the agency to give preference to Mississippi Industries for the Blind when receiving equal bids or making purchases without competitive bidding.
