Appropriates $39,176,594.00 from the State General Fund to the Mississippi Department of Revenue for fiscal year 2013 (July 1, 2012 - June 30, 2013), covering operations of the Homestead Exemption Division, Motor Vehicle Comptroller functions, Alcoholic Beverage Control Division, and Bureau of Telecommunications.

Appropriates $18,834,536.00 from special funds collected by the Department of Revenue for the same fiscal year.

Appropriates $81,109,281.00 to reimburse counties, road districts, school districts, and municipal separate school districts for tax losses resulting from homestead property tax exemptions under Mississippi Code Section 27-33-1 et seq.

Appropriates $1,424,644.00 from the License Tag Acquisition Fund for purchase and delivery of motor vehicle license tags, which must be manufactured in Mississippi and must bear "State Property" on tags for state government vehicles.

Authorizes 747 permanent full-time positions and 2 part-time positions; includes $3,499,418.00 for 44 positions dedicated to increasing delinquent tax collections by $10,000,000 in fiscal year 2013, with funding contingent on achieving at least $5,000,000 in increased collections by February 1, 2013.
