Appropriates $502,629.00 from the State General Fund for the Board of Tax Appeals fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes 6 permanent full-time positions for the agency.

Requires the agency to ensure fiscal year 2014 personal services funding does not exceed fiscal year 2013 appropriations unless new programs or positions are added by the Legislature.

Prohibits the State Personnel Board from escalating positions without written approval from the Department of Finance and Administration, which must verify availability of new or additional funds.

Provides preference to Mississippi Industries for the Blind when bids are equal in price, quality, and service, or when purchases are made without competitive bidding.
