Appropriates $5,624,269.00 to the Mississippi Workers' Compensation Commission for fiscal year 2013 (July 1, 2012 - June 30, 2013)

Authorizes 61 permanent full-time positions for the Commission with restrictions on salary increases that cannot exceed fiscal year 2013 appropriated levels without new funds or legislative approval

Directs the Commission to enter into a contract with the industrial private sector for a safety education and training program

Permits transfers up to $200,000 from the Administrative Expense Fund to the Second Injury Fund and up to $150,000 to the Insurance Integrity Enforcement Bureau within the Office of the Attorney General

Requires the Commission to give preference to Mississippi Industries for the Blind when purchasing commodities or equipment at equal prices, quality, and service
