Appropriates $210,431,679.00 in general funds from the State General Fund to the Department of Mental Health for fiscal year July 1, 2012 through June 30, 2013.

Authorizes $387,415,031.00 in special source funds for the Department of Mental Health, including $13,951,886.00 from the Health Care Expendable Fund for specific programs including Alzheimer's disease services, Medicaid matching funds, crisis centers, and substance abuse programs.

Allocates funds across 12 state institutions and facilities including East Mississippi State Hospital, Mississippi State Hospital, Ellisville State School, regional centers, and the Division of Alcohol and Drug Abuse, with specified authorized positions for each facility.

Grants the Department of Mental Health authority to transfer funds between special fund accounts, purchase land for residential facilities, contract with community entities to operate crisis intervention centers, and draw down interest from client trust funds for facility repairs.

Sets performance targets for fiscal year 2013 including operating 12 state institutions, serving 1,575 units, administering 550 grants, and maintaining specified bed counts and service levels across mental health, mental retardation, and substance abuse programs.
