Appropriates $19,505,191.00 from the State General Fund and $483,857,879.00 from the State Treasury to the Mississippi Development Authority for fiscal year 2012-2013.

Authorizes 257 full-time permanent positions, 4 part-time permanent positions, 76 full-time time-limited positions, and 1 part-time time-limited position for the agency.

Sets performance targets for fiscal year 2013 across multiple divisions including global business recruitment (1,500 national contacts), minority and small business development (8,000 contacts), tourism (3,646,559 inquiries), and energy initiatives (71.67 trillion BTUs saved).

Allocates $4,876,298.00 for Mississippi Tourism Advertising and Promotion and $600,000.00 from the Department of Transportation for state welcome centers.

Requires notification to legislators at least five days prior to any public ceremonies for grant awards or groundbreaking events in their districts, and mandates signage crediting the Mississippi State Legislature.
