Appropriates $195,299,357.00 to the Office of State Aid Road Construction of the Mississippi Department of Transportation for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes 54 permanent full-time positions for the office and requires the State Personnel Board to ensure Personal Services funds for FY2014 do not exceed FY2013 levels unless new programs are added by the Legislature.

Establishes performance targets including completing construction projects in an average of 575 days, initiating 100 new county construction programs, closing 95 projects, and replacing 85 deficient bridges on local systems.

Authorizes the office to accept and expend up to $40,000,000 in special funds for replacement of structurally deficient bridges on county roads and up to $20,000,000 for road and bridge improvements in Hancock County.

Requires notification to legislators at least 5 days prior to project awards and public ceremonies, with signage crediting the Mississippi State Legislature for funding; effective July 1, 2012.
