Appropriates $767,844.00 in special funds to the Mississippi State Board of Dental Examiners for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes 7 permanent full-time positions for the board.

Requires the State Personnel Board to ensure that fiscal year 2014 "Personal Services" funding does not exceed fiscal year 2013 levels unless new programs or positions are added by the Legislature.

Mandates preference for Mississippi Industries for the Blind when purchasing commodities or equipment if bids are equal in price, quality, and service.

Takes effect July 1, 2012.
