Appropriates $2,026,913.00 in special funds to the Mississippi State Board of Pharmacy for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes 14 permanent full-time positions for the board with no part-time or time-limited positions.

Allocates $250,000.00 specifically for equipment and software purchases related to a licensing system and Prescription Monitoring Program.

Authorizes $90,463.00 for realignment and reclassification of existing board positions.

Requires the State Personnel Board to freeze any personnel actions that would increase fiscal year 2013 "Personal Services" appropriations beyond annualized levels unless new or additional funds are available.
