Appropriates $144,280.00 in special funds to the Mississippi State Board of Examiners for Licensed Professional Counselors for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Requires the board to maintain complete accounting and personnel records in the same format and level of detail as fiscal year 2012, with comparable budget request formatting for fiscal year 2014.

Directs preference to Mississippi Industries for the Blind when two or more bids are received with equal price, quality, and service, or when purchases are made without competitive bidding.

Specifies that general funds cannot replace withdrawn federal or special funds previously used for authorized salaries under this appropriation.

Takes effect July 1, 2012.
