Appropriates $215,440.00 in special funds to the Mississippi State Board of Veterinary Examiners for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes the Board to escalate its budget and expend up to $150,000.00 from any source in accordance with Department of Finance and Administration rules.

Requires the Board to maintain complete accounting and personnel records in the same format and detail as fiscal year 2012, with comparable budget request submissions for fiscal year 2014.

Mandates preference for Mississippi Industries for the Blind when multiple bids are equal in price, quality, and service, or when purchases are made without competitive bidding.

Takes effect July 1, 2012.
