Appropriates $143,103.00 to the Mississippi Board of Registered Professional Geologists for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes 1 permanent full-time position for the Board.

Restricts personal services spending in fiscal year 2014 to not exceed fiscal year 2013 levels unless new programs or positions are added by the Legislature.

Requires the State Personnel Board to determine projected annual costs for all appropriated positions and prohibits agency actions that would exceed those costs without written approval from the Department of Finance and Administration.

Gives preference to Mississippi Industries for the Blind when purchasing commodities or equipment if bids are equal in price, quality, and service.
