Requires the agency to ensure Personal Services funding for FY 2014 does not exceed FY 2013 levels unless the Legislature adds new programs or positions

Prohibits use of general funds to replace withdrawn federal or special funds used for authorized salaries

Mandates purchasing preference for Mississippi Industries for the Blind when bids are equal in price, quality, and service
