Appropriates $2,291,283.00 from the State Treasury to the Mississippi State Board of Public Contractors for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes 16 permanent full-time positions for the agency with no part-time or time-limited positions.

Restricts Personal Services appropriations for fiscal year 2014 to not exceed fiscal year 2013 levels unless new programs or positions are added by the Legislature, with the State Personnel Board enforcing this limit.

Authorizes the State Board of Contractors to accept and expend up to $400,000 from non-general fund sources for education, enforcement, private collection activities, and related administrative costs.

Directs preference to Mississippi Industries for the Blind when competitive bids are equal in price, quality, and service, or when purchases are made without competitive bidding.
