Appropriates $1,332,603.00 from the State General Fund to the Mississippi Board of Animal Health for fiscal year 2013 (July 1, 2012 – June 30, 2013).

Authorizes $637,421.00 in special source funds for the same fiscal year period.

Authorizes 21 permanent full-time positions and 5 time-limited full-time positions for the Board.

Requires the agency to ensure that fiscal year 2014 personal services funding does not exceed fiscal year 2013 levels unless new programs or positions are added by the Legislature.

Establishes preference for Mississippi Industries for the Blind when purchasing commodities or equipment with two or more equal bids received.
