Appropriates $954,150.00 from the Mississippi Fair Commission's special fund account for the Dixie National Livestock Show at the State Fairgrounds in Jackson for fiscal year 2013.

Appropriates $61,911.00 for junior livestock roundup shows; $24,542.00 to supplement State Fair livestock premiums; $18,384.00 (maximum $1,000 per county) for county livestock shows; $62,458.00 for five district livestock shows; and $11,958.00 for five state dairy shows.

Requires at least 75% of district and dairy show funds be used for prizes to 4-H Club members, Smith-Hughes School members, and other youth exhibitors, with equal premium awards for comparable grades and placings across all shows.

Appropriates $17,509.00 for Mississippi High School Rodeo winners attending national finals and $50,000.00 for the NCHA Eastern National Championship.

Appropriates an additional $42,000.00 allocated among the various livestock shows and rodeo programs for fiscal year 2013.
