Appropriates $1,808,275.00 from the State General Fund for expenses of the Governor's office and staff for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Appropriates $585,000.00 from the State Treasury to the credit of the Governor's office for additional operating expenses during the same fiscal year.

Authorizes 34 permanent full-time positions, 1 permanent part-time position, and 7 time-limited full-time positions for the Governor's office and staff.

Appropriates $544,387.00 from the State General Fund for expenses related to operation of the Governor's Mansion and residence, with authorization for 4 permanent full-time positions and 1 time-limited full-time position.

Requires the Executive Department to maintain accounting and personnel records in the same format and detail as Fiscal Year 2012, and mandates preference to Mississippi Industries for the Blind in procurement when bids are equal.
