Appropriates $39,000,000 from special source funds to the Mississippi Department of Information Technology Services for fiscal year 2013 (July 1, 2012 - June 30, 2013), authorizing 152 permanent full-time positions.

Appropriates $42,000,000 to the Wireless Communication Commission for fiscal year 2013, including $2,000,000 from the Capital Expense Fund, authorizing 5 time-limited full-time positions with ability to escalate up to 10 total positions.

Authorizes the Department of Information Technology Services to receive additional funds from state agencies and increase authorized positions up to 20 for providing data processing and telecommunications services, with authority to escalate up to $2,500,000.

Requires the Wireless Communication Commission to deliver a Strategic Plan with sustainability recommendations to legislative advisors by December 1, 2012, and prohibits any appropriated funds from being used to pay legislators, state officials, or WCC members.

Requires the Department of Information Technology Services to maintain accounting and personnel records in the same format as fiscal year 2012 and directs rates for services to comply with federal cost allocation guidelines under OMB Circular A-87.
