Appropriates $5,228,423.00 in special funds to the State Personnel Board for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes 56 full-time permanent positions and 2 part-time permanent positions for the State Personnel Board.

Requires the State Personnel Board to ensure that fiscal year 2014 personal services funding does not exceed fiscal year 2013 levels unless the legislature approves new programs or positions.

Prohibits use of general funds to replace federal or special funds previously used for authorized salaries and positions.

Authorizes the State Personnel Board to escalate and expend up to $500,000 from the State Personnel Board Training Fund account.
