Authorizes issuance of state general obligation bonds not to exceed $5,000,000 to fund building, equipping, and furnishing facilities at the Tammy Wynette Legacy Park Center in Tremont, Mississippi, and to purchase additional land for the center.

Creates a special fund designated as the "2012 Tammy Wynette Legacy Park Center Fund" within the State Treasury, maintained separately from the General Fund, with unexpended amounts and interest earnings retained in the fund.

Grants the State Bond Commission authority to issue, sell, and manage the bonds, including determining interest rates (not exceeding limits in Mississippi Code Section 75-17-101), maturity dates (not exceeding 25 years), and redemption terms.

Pledges the full faith and credit of the State of Mississippi for repayment of bonds, with any insufficient appropriations to be covered by the State Treasurer from unappropriated funds in the State Treasury.

Exempts bonds and their income from all taxation in Mississippi and authorizes their use as legal investments for trustees, fiduciaries, and financial institutions in the state.
