Authorizes the City of Ridgeland, Mississippi to impose a special sales tax of up to 1% on goods and services taxed at 7% or more under state sales tax law

Exempts restaurant food and beverages, hotel/motel lodging, grocery food, prescription drugs, cable TV, telecommunications services, and internet services from the special tax

Requires approval by at least 3/5 of voters in an election held during a general municipal election, with an economic analysis study conducted and made public beforehand

Revenue must fund redevelopment projects in the Southeast Ridgeland Redevelopment District, including streets, municipal utilities, curbs, gutters, and drainage infrastructure

Establishes a 10-member commission (4 appointed by chamber of commerce, 3 by mayor) to create a master plan for redevelopment and monitor city compliance with that plan

The act was set to repeal on July 1, 2015
