Proposes amendment to Section 124 of the Mississippi Constitution of 1890 to require the Governor to hold a public hearing before granting a pardon for any felony.

Requires the pardon applicant to publish their petition for pardon in a newspaper for 30 days in the county where the crime was committed, or in an adjoining county if no newspaper exists in that county.

Mandates the Governor hold a public hearing on the pardon petition in the county where the crime was committed as prescribed by law after the publication period ends.

Submitted to qualified electors for vote on the first Tuesday after the first Monday of November 2012.
