Commends Torie Makel Hutchins, a Saltillo High School senior, for receiving the 2012 Prudential Spirit of Community Award as top youth volunteer in Mississippi.

Recognizes Hutchins' volunteer work since sixth grade at Le Bonheur Children's Medical Center in Memphis, Tennessee, where she advocates, fundraises, and interacts with patients.

Notes Hutchins created "Lift Off 4 Le Bonheur," an annual fundraiser involving balloon liftoffs, T-shirt sales, and donation solicitation at the hospital.

Acknowledges the Prudential Spirit of Community Award program, now in its 17th year, which honors youth volunteers nationally and selects ten State Honorees to receive $5,000 each, gold medallions, and crystal trophies.
