Recognizes Dr. Phil A. Sutphin's 24-year tenure as President of East Central Community College in Decatur, Mississippi, ending July 1, 2012, with succession by Dr. Billy Stewart.

Acknowledges Dr. Sutphin's educational background (bachelor's from Mississippi State University, doctorate from University of Memphis) and prior experience as administrator and teacher at Concord College, University of Memphis, and Meridian High School.

Credits Dr. Sutphin with major campus accomplishments including increasing enrollment from 2,370 to 3,323 students (40.2% growth), completing construction projects (Smith Union Phase II, Davis Building, Cross Hall renovation), and establishing scholarships and endowments.

Highlights Dr. Sutphin's civic leadership roles including President of Newton County Habitat for Humanity (2000-2006), Newton County Citizen of the Year (2004), Decatur Citizen of the Year (2008), and current leadership positions in regional healthcare, workforce development, and community college associations.

Directs that the resolution be presented to Dr. Sutphin, the ECCC Board of Trustees, the State Board for Community Colleges, and the Capitol Press Corps.
