Commends the life of Billy J. McCain, Sr., a Korean War veteran born April 19, 1936, who served in the United States Air Force Korea Special Military Combat Forces and received multiple honors including the Foreign Service Medal and Honorable Discharge.

Recognizes McCain's educational achievements including a Bachelor's of Science Degree in Business from Mississippi Valley State University, a Master's of Art Degree in Administration from Delta State University, and advanced training in leadership and management.

Honors McCain's 40+ years of service as Head Start Director and/or Executive Director, impacting over 200,000 lives of children and families in Bolivar County through education, social services, health, nutrition, and housing programs.

Designates April 19, 2012, as "Billy McCain, Sr., Day" in Bolivar County and renames the Mound Bayou-Shelby Head Start Center as the "Billy J. McCain Sr., Head Start Center" in his honor.
