Creates a study committee to assess the effectiveness of the Growth and Prosperity Act and examine methods to encourage economic growth in census tracts where 30% or more of the population lives at or below the federal poverty level.

Committee composed of four legislative committee chairs (or designees) plus three Senate members appointed by the Lieutenant Governor and three House members appointed by the Speaker, with at least four members representing low-income districts.

Committee must submit findings, recommendations, and any proposed legislation to the Legislature during the 2013 Regular Session.

Members receive per diem and expenses from their respective houses' contingent expense funds when Legislature is not in session, with all expenses requiring prior committee vote authorization.

Committee dissolved upon presentation of its report; shall utilize existing legislative staff including PEER and obtain data assistance from state agencies including the Mississippi Development Authority.
