Acknowledges that over 11 million of America's 20 million children under age 5 are in some form of child care setting, and highlights the importance of high-quality early childhood services.

References the Excel By 5 and Building Blocks programs as examples of child care initiatives in Mississippi.

Notes that Provider Appreciation Day is celebrated annually on the Friday before Mother's Day, a tradition started in 1996 in New Jersey.

Directs distribution of this resolution to the Governor, the National Association of Child Care Resources and Referral Agencies, other child care organizations, and the Capitol Press Corps.
