Recognizes David Upton of Pascagoula, Mississippi, as the "2012 Mississippi 4-H Volunteer Leader of the Year" following his nomination and selection on February 21, 2012.

Honors Upton's additional title as "2012 Outstanding 4-H Shooting Sports Instructor of the Year" for establishing the 4-H Shooting Sports Program in Jackson County over three years of service.

Acknowledges Upton's volunteer contributions as an employee of Mississippi Phosphates Corporation and member of Safe Harbor United Methodist Church who has donated hundreds of hours to youth programs.

Directs that the resolution be presented to Mr. Upton, forwarded to the Jackson County 4-H Club, and made available to the Capitol Press Corps.
