Establishes resident freshwater fishing license as part of combination small game hunting and fishing license for $8.00, with a 3-day license option for $3.00.

Requires residents to obtain a fishing license when fishing in privately owned waters where the owner charges a fee.

Moves resident commercial fishing requirements to new Section 49-7-9.1, establishing $30.00 license fee for commercial fishermen and $30.00 per-basket fee for slat basket use.

Changes minimum slot opening size on slat baskets from 1.5 inches to 1.25 inches wide, and removes requirement for department-issued tags in favor of waterproof or metal tags with department-required information.

Expands Commission powers to regulate nonresident freshwater commercial fishing equipment, tagging, harvest restrictions, and fish sales; creates nonresident wholesale dealer license requirement for buying and reselling fish in the state; effective July 1, 2013.
