Amends Section 77-3-17 of the Mississippi Code to clarify that public utilities and cooperatives paying 2% of gross revenue to municipalities must base this percentage on all customers within those municipalities, not just residential and commercial customers.

Removes language limiting the 2% payment calculation to "residential and commercial" customers, making the requirement apply to all customer classes served within municipal boundaries.

Applies to public utilities holding certificates of public convenience and necessity and operating under municipal franchises, as well as cooperatives operating within municipal areas.

Requires payments to be made quarterly and allows municipalities to petition for hearings regarding certificate renewals after franchise expiration.

Takes effect upon passage.
