Increases reinstatement fee for suspended or revoked driver's licenses from $25.00 to $100.00, with funds distributed equally ($25 each) to the State General Fund, Highway Safety Patrol Retirement System, Highway Safety Patrol equipment fund, and Ignition Interlock Device Fund.

Increases reinstatement fee for licenses suspended under the Implied Consent Law or for drug violations from $75.00 to $175.00, with $100.00 to State General Fund and $25.00 each to the other three funds listed above.

Establishes a $25.00 reinstatement fee for licenses suspended for nonpayment of child support, with funds deposited into the State General Fund.

Requires the Department of Public Safety to provide either a permanent driver's license kiosk or an examiner at each county seat at least one day per month upon request by the board of supervisors, with the county providing office space, utilities, phone, and internet.

Effective July 1, 2013.
