Deletes the requirement for the Department of Human Services to file written notification with the court clerk when the department serves an income withholding order on an obligor's employer.

Maintains all other provisions of Section 93-11-103 regarding income withholding procedures, including immediate withholding requirements for Title IV-D cases and withholding upon delinquency.

Streamlines child support enforcement by allowing the department or obligee's attorney to serve withholding orders directly on payors without notifying the court clerk in writing.

Takes effect July 1, 2013.
