Authorizes the Commission on Wildlife, Fisheries and Parks to designate areas or special seasons within wildlife management areas and wildlife refuges for "Wounded Warrior Special Programs" providing hunting, fishing, and recreational activities.

Eligible participants include active duty service members with combat-related physical injuries and veterans with service-connected disabilities or those discharged due to physical disabilities acquired during wartime service.

Allows one person to accompany an eligible veteran or service member to provide assistance during hunting, fishing, or recreational activities.

Grants the Commission authority to adopt necessary rules and regulations for administering the program.

Effective date: July 1, 2013.
