Amends Mississippi Code Section 93-11-65 to clarify that overdue child support payments remain payable to the custodian after a child's emancipation unless the court affirmatively determines otherwise.

Adds new subsection (d) to Section 93-11-65(8) establishing that past-due child support obligations continue following emancipation as a default rule.

Maintains existing law that emancipation occurs when a child reaches age 21, marries, joins the military full-time, or is convicted of a felony with a sentence of 2+ years.

Preserves the requirement that noncustodial parents continue to satisfy any arrearage existing at the date of emancipation until paid in full.

Takes effect July 1, 2013.
