Deletes specific statutory fee amounts for health care facility licenses and authorizes the State Board of Health to set those fees instead across eight sections of Mississippi Code.

Removes fixed fees including $3,000 for certain facility licenses, $1,000 for others, and $20 per bed for hospital licenses, allowing the Board to establish new amounts.

Changes hospital user fee from a fixed range of $50-$5,000 to an hourly rate of $75 per hour based on actual time spent reviewing and inspecting facility proposals.

Increases the maximum hospital renewal fee from $5,000 to $10,000 while allowing the State Board of Health to set minimum and per-bed rates.

Takes effect July 1, 2013.
