Prohibits municipalities from levying and collecting ad valorem taxes in newly annexed areas until the municipality provides the services described in the annexation ordinance.

Requires the annexation ordinance to describe proposed improvements, municipal services to be rendered, and timeline for completion, and to include a statement that taxes cannot be collected until services are provided.

Requires the petition filed with chancery court to state that the municipality cannot levy taxes in the annexed territory until proposed services are rendered.

Delays liability for municipal ad valorem taxation in annexed territory until after the municipality actually provides the services it promised in the ordinance.

Takes effect July 1, 2013.
