Authorizes a statewide special election on November 5, 2013, to determine whether Mississippi should impose an additional one-half cent state sales tax for highway, road, and street repair, maintenance, construction, and reconstruction.

Ballot shall present "Proposition A" (YES for tax increase) and "Proposition B" (NO against tax increase), with the majority vote determining the outcome; if approved, the Legislature shall enact the tax.

Secretary of State shall determine the most efficient voting method for each county (paper ballots, voting machines, electronic voting systems, optical mark reading equipment, or other mechanized equipment).

Individuals making contributions or expenditures of more than $200 in support of or opposition to the proposition must file campaign finance reports as required for political committees.

Amends Section 23-15-805 to require reporting of contributions and expenditures related to the statewide sales tax election to the Secretary of State; state shall pay all election administration costs.
