Authorizes hunting of deer over grain or corn on private lands during any open deer season if the hunter possesses a resident or nonresident lifetime sportsman hunting and fishing license.

Requires corn or grain to be dispensed from a spincast, above-ground covered feeding container within the hunter's line of sight, positioned at least 100 yards from adjacent property and 20 yards from the hunter's stand.

Adds corn or grain hunting as an exception to the general prohibition on baiting wild animals under Section 49-7-33.

Requires the Commission on Wildlife, Fisheries and Parks to allow taking of deer with corn or grain on private lands only and to take action to prevent and control disease transmission related to the program.

Effective July 1, 2013.
