Establishes a bail schedule with recommended ranges for different offense categories, including capital offenses (no bail allowed), murder ($100,000 to no bail), felonies ($2,500 to $60,000), drug trafficking ($5,000 to $100,000), misdemeanors ($300 to $6,000), and traffic offenses ($100 to $7,500).

Requires courts to consider 14 specific factors when setting bail, including defendant's background, criminal history, employment status, nature of offense, weapons used, and threats made against victims.

Allows release on personal recognizance or appearance bond for bailable offenses unless the court determines release would not assure the defendant's appearance or poses a danger to the public.

Denies release for defendants convicted and sentenced to death, life imprisonment, or imprisonment exceeding 20 years; allows release for sentences of 20 years or less upon application during appeal or probation proceedings.

Amends Mississippi Code sections 99-5-5, 99-5-13, and 99-5-23 to require all bonds and recognizances comply with this new bail schedule and takes effect July 1, 2013.
