Prohibits pharmacists from substituting any opioid analgesic drug for an opioid analgesic drug with tamper-resistance technology unless the substitution has substantially similar tamper-resistance properties or the prescribing physician provides written, signed consent.

Requires the State Board of Pharmacy to maintain a list of opioid analgesic drugs with tamper-resistance technology and determine which drugs provide substantially similar tamper-resistance properties based on manufacturer-submitted studies.

Defines key terms including "opioid analgesic drug," "tamper-resistance technology," and "interchange or substitution," applicable to all pharmacists including community, hospital, and mail order pharmacies.

Amends Mississippi Code Sections 73-21-81 and 73-21-117 to grant the State Board of Pharmacy enforcement authority over these provisions and to exempt opioid analgesic drug substitutions from general generic drug substitution rules.

Takes effect July 1, 2013.
