Amends Section 41-29-150 of Mississippi Code to restrict expunction of drug offense records by prohibiting courts from expunging conviction records when felony charges are pending against a person or when the person has been convicted of any other felony.

Clarifies legislative intent to promote rehabilitation only for persons convicted of a single offense under the Uniform Controlled Substances Law who have no other felony convictions.

Maintains existing provisions allowing courts to defer proceedings and place first-time drug offenders on probation for up to three years, with possible dismissal if probation conditions are met.

Preserves nonpublic records retained by the bureau for court use in determining whether subsequent offenders qualify for first-offender treatment.

Takes effect July 1, 2013.
