Designates driving with a suspended license (first offense) as a misdemeanor punishable by 48 hours to 6 months imprisonment and $200-$500 fine.

Imposes an additional 6-month license suspension for first offenses, to begin after the original suspension period ends.

Establishes driving with a suspended license as a felony for second or subsequent violations resulting from implied consent convictions, punishable by up to 5 years imprisonment and up to $5,000 fine.

Prohibits felony offenders from obtaining a driver's license for 5 years following conviction.

Effective date: July 1, 2013.
