Amends Section 31-7-103 to require any person making a purchase without a purchase requisition or binding contract to be personally liable for ensuring the purchase complies with state law.

Transfers liability from the purchase clerk to the individual making the purchase when legal guidelines are not followed in non-requisitioned purchases.

Maintains existing exemption allowing purchases of $1,000 or less in the aggregate without requiring a purchase requisition, purchase order, or receiving report.

Reaffirms that department heads or their designees must sign invoices or attach receipts for exempt purchases and forward them to the purchase clerk.

Takes effect July 1, 2013.
