Amends the Mississippi Tort Claims Act to include private volunteer fire departments within the definition of "political subdivision" when they perform governmental activities as independent contractors for a governmental entity

Extends sovereign immunity protections and tort claims procedures to volunteer fire departments operating under contract with government entities

Maintains all existing definitions under the Tort Claims Act, including coverage for physicians contracted with state health boards, UMMC faculty practitioners, university health practitioners, Veterans Affairs Board health providers, and licensed foster parents

Effective date of July 1, 2013
