Establishes a $5.00 electronic citation fee charged to defendants for traffic, misdemeanor, municipal ordinance, and conservation citations when resolved by guilty plea, guilty judgment, or supervision grant.

Allocates collected fees with 60% deposited into each court clerk's Court Clerk Electronic Citation Fund and 40% disbursed to the arresting agency to cover electronic citation establishment and maintenance expenses.

Allows law enforcement officers to file traffic tickets electronically if they conform to uniform ticket requirements, with defendants provided paper copies and officers holding same certification rights as physical tickets.

Permits county boards of supervisors or municipal governing authorities to opt out of electronic citation fees by ordinance, with any previously collected fees redirected to the Department of Public Safety.

Takes effect July 1, 2013.
